General- Rupert Thorne is a large man who works very hard to maintain a certain appearance. He is the sort of man who would certainly shoot you as soon as look at you, if you’re unlucky enough to encounter him under the wrong circumstances. As it stands Thorne is both one of the most respected, and despised men in Gotham City. His connections to the city’s organized crime fronts are legendary, yet despite this the man himself has never spent a single day in prison, a testament to the influence he holds over the city and its government.

Physical abilities
Talented Boxer: Thorne has practiced the art of boxing his entire life, and one of the reasons he is so completely in control of his organization is the singular fact that he entirely capable of beating virtually any one of its members to death with his bare hands, and if rumors are to be believed, has.

Mental abilities
People Person: Thorne possess an innate ability to read people, their motives, their desires, their history. He has seen more than enough of both sides of Gotham City to know the kind of people it can create, and even with the recent strangeness he has never been caught entirely surprised.
Master Manipulator: Rupert has an incredibly skilled mind and he has demonstrated time and again his ability to use it for his own gain. Through the use of nothing more than his mind, his muscle and a considerable portion of other people’s muscle he has built himself a criminal empire and remained virtually untouchable throughout all of it.

Weapons/Equipment-
9mm Handgun-Rupert’s traditional weapon when attempting to actively kill his enemies. Though he will more often have other people handle the unpleasantness of execution, when it comes to having to make things personal, Thorne can make things very personal.
Baseball Bat-Thorne’s weapon of choice, he actually once held a very promising Baseball career. Now his career is less public, but he’s kept the tool of his old trade for, personal reasons.

History/Origins
Thorne has been an influential member of the Gotham City underworld since before there was a Batman. That does not mean however that he is the origin of the Gotham City crime world. There was an underworld before Thorne arrived it was just less organized. Thorne arrived and in short order gutted most of the criminal organizations in Gotham, and the ones that were left behind were utterly within his control.

Since then Rupert has used his numerous connections both above board and below to maintain control over much of the city. Thorne’s organization is responsible for everything from the bribing of political officials, judicial servants and numerous police officers. Detective Harvey Bulock was once counted among those on Thorne’s payroll, however recently he claims to have left that behind him.

Thorne is the leader of the singularly largest organized crime gang in Gotham City and is in one way or another responsible for nearly everything that happens within the city. He has numerous smuggling connections for both narcotics and military grade weapons, heists of varying size are almost run by some branch of Thorne’s organization, though the definite ‘bread & butter’ of the organization would be their numerous extortion rings located throughout Gotham.
