Twice a year people in certain time zones have to change their clocks. In the Spring, the clocks move forward an hour, effectively skipping over 2am. In the Fall, clocks are moved back that same hour, effectively repeating 2am.

We do this because all clocks in these time zones have a powerful lithium and francium bomb that will explode, destroying large portions of the planet, otherwise. George Hudson was kinda a jerk.
